2018-05-17 :: A Regular Expert Meeting in a Series “Stakeholders of the Future Compare Positions” Took Place on May 16 at the Center for Strategic Research

On May 16, the regular expert meeting in a series “Stakeholders of the Future Compare Positions” took place at the Center for Strategic Research. The series was initiated by the ICSER Leontief Centre and aimed to discuss the key aspects of a theme of the Annual Strategic Planning Leaders Forum of the Regions and Cities of Russia: Stakeholders of the Future (Strategic Planning Leaders Forum), which will be held on October 22-23 in St. Petersburg, together with feasible amendments and adjustments to methodological recommendations of the Ministry of Economic Development of the Russian Federation on developing regional and municipal strategies for socio-economic development. 

A topic of the regular discussion sounded like a question “How much space should be in a strategy for socio-economic development?”.

The meeting was attended by Russia’s leading experts in strategic planning from the Ministry of Economic Development of Russia, Analytical Center under the Government of the Russian Federation, Center for Strategic Research, ICSER Leontief Centre, NRU HSE, Institute for Public Finance Reform, Infrastructure Economics Centre, Business Partnership “New Economic Growth”, Institute for Urban Economics, RANEPA, SOPS, MSU.

Resolution taken on the discussion outcomes:

  • to ensure alignment of the strategy for socio-economic development and the territorial planning documents of a region (municipal entity), the section on spatial development should be included in the approvable part of the strategy, including an assessment of the state of backbone infrastructures, fixing urban policy focal areas, both interregional and intermunicipal, graphic display of major projects in terms of population and economic activity distribution across the territory;
  • it is reasonable to recognize the requirements for the content of this section in the methodological recommendations, taking into account that it will become a basis for follow-on development of certain sectoral territorial planning schemes.


It is planned to continue both the discussion of this topic and the series of expert meetings “Stakeholders of the Future Compare Positions”.
